I think much of what the US territories experienced were and are the same of that of Black Americans. Because they practiced a different culture, their intelligence was and is seen as less than. As the video highlighted, they did not have the “capacity” to vote. These people are having rules imposed on them that they cannot contribute to. It seems that history continuously repeats itself. If these people are subjected and responsible to following our laws, why not be able to create them? Their scientific biases allow for this. This allows you to call for more neutral and consistent measures of literacies and intelligence.
